Planning for DoD Installation Power Reliability and Resilience in Support of National Security
Reliable and resilient electrical generation and distribution systems are crucial for supporting the DoD’s mission. With aging distribution systems and limited resources, engineers must evaluate electrical systems to identify effective repair and recapitalization efforts. This brief presents findings from assessments of electric utilities at multiple Naval installations. Each underwent thorough evaluations to identify vulnerabilities and improve energy resiliency. Key outcomes included equipment upgrades, power factor correction, enhanced system modeling, and updated GIS records. Technical analyses—such as load flow, arc flash, and short circuit studies—guided corrective actions and infrastructure planning. The projects also improved operational protocols and maintenance strategies, ensuring long-term reliability and safety. These efforts collectively strengthened grid resilience, reduced outage risks, and optimized energy performance across mission-critical facilities. The methodology and results offer a replicable framework for improving energy resiliency in military and industrial installations.
Speaker Bio
Ward Doss is an accomplished Professional Engineer with over 25 years of experience leading diverse organizations. He has a strong background in planning, design, construction, facilities operations/maintenance, environmental, and energy projects globally. Ward served in the US Navy’s Civil Engineer Corps, where he held various positions of increasing responsibility, including project manager, public works officer, operations officer, and executive officer. During his tenure, he managed large-scale construction projects, oversaw facilities operations and maintenance, and ensured compliance with federal regulations. Currently, he is a Senior Client Service Leader at CDM Smith, overseeing Navy and Marine Corps facility and infrastructure requirements. Ward collaborates with sales and delivery staff to respond to client requests for proposals and ensures the quality and timely delivery of professional services and construction.
