Philippine Energy in Crisis Table Top Exercise

Motivation: Raise awareness among key policy makers on the current fragility of the Philippines’ energy supply as an area of potential vulnerability when implementing US defense strategies and plans in the INDOPACOM AOR.
Purpose:
Explore resource investment tradeoffs & consequences.
Develop recommendations for investment in energy resources.
Identify specific areas for further analysis (M&S) for investment in energy infrastructure.
Facilitate pre-positioning of US personnel and material at forward sites in SEA.
Characterize likely or expected adversary reactions/response to increased US-Philippines cooperation in the energy sector.

Dr. Lesley Wilhelm runs the wargaming program for the DASN Operational Energy Division. She received her Joint Professional Military Education masters from the Eisenhower School for National Security and Resource Strategy specializing in Energy Industry Studies at the National Defense University in 2020. She received her PhD in Chemistry from the State University of New York at Stony Brook in 2009 with a dissertation on nuclear magnetic resonance examination of solid oxide fuel cell materials. She has worked as a government civilian since 2014.
