Dr. Carlos Gamarra is the Assistant Director of the Southcentral region of the US DOE’s Combined Heat and Power Technical Asisstance Program. Carlos works as a Sr. Research Scientist for the Houston Advanced Research Center (HARC) in Houston, Texas, leading applied research on energy technologies both at the community and building levels. He is also the energy manager of HARC’s Net Zero, Energy Star 100/100, and LEED platinum certified office building.

Carlos has over 15 years of experience and his career has evolved from energy engineering to research positions. His research is focused on techniques, methods and tools for community energy systems planning. He leads a DOE-funded project to develop a publicly-available online tool to help investors identify profitable, clean, and resilient configurations of community microgrids and district energy systems.

Carlos holds a Ph.D. in Community Microgrids Planning, a M.Sc. in Industrial Engineering, and a B.Sc. in Electrical Engineering.

He is also a Certified Energy Manager by the AEE Spain chapter, the Secretary of AEE’s Lonestar chapter in Houston, Texas, and a licensed Professional Engineer both in the state of Texas and in Spain.
